Sheriff: "menace to society" teen caught selling heroin on first day of community service | Crime

SALISBURY - One investigator calls 18 year old Brandon Rumple a "menace to society" for the teen's frequent run ins with the law over the the sale of drugs.  Now, after accepting a plea agreement on a prior drug charge, Rumple is again in jail, accused of selling heroin while working his first day of his court ordered community service at a local recycling station.

Investigators say someone who had been at the Julian Road Transfer Station on Monday noticed drugs and money exchanged between Rumple and another man.  When deputies arrived, they say they saw Rumple reach into his pants pocket and move something from his pocket and place it down the front of his pants at his crotch.  As the deputy and Rumple walked towards the office, the deputy says Rumple ran to the portable toilet, lifted the seat, and threw something into the toilet.

A worker with the transfer station helped the deputy to retrieve the object from the toilet.  The deputy says the item turned out to be seven grams of heroin packaged for sale.  When Rumple was searched, deputes found more than $400 cash and a bottle of methadone, which is illegal to possess without a prescription.

Rumple was charged with trafficking heroin and possession with the intent to manufacture and sell.  Bond is set at $1,000,000.

In April Rumple was said to be the head of a "drug empire" in the Enochville community of southern Rowan County.

At that time police and Rowan deputies raided the apartment where Rumple was living near Concord Mills in Cabarrus County and found 7.5 ounces, of “black tar” heroin. Authorities also found $5,000 in cash and a loaded handgun.

Officers charged Rumple with felony trafficking in heroin. He was given a $300,000 bond.  Rumple was able to make bond and was released. 

One month later he was back in jail after failing a urine test at the probation office.  At that time he was serving 30 months probation for selling heroin in a case from January.
