FBI searching for Cabarrus sex offender who cut GPS tracker and fled

CHARLOTTE - From the FBI: The Charlotte Division of the FBI and the Cabarrus County Sheriff’s Office are seeking the public’s assistance to locate a registered sex offender who cut off a tracking device after child pornography was found in his possession.

James Brian Webb (born October 28, 1969), is facing federal charges of receipt of child pornography and state charges of felony sex offenses and violations of probation.

Webb was last seen at his home in Concord, North Carolina on May 20, 2013, during a search of his residence.

Sheriff's Office looking for wanted sex offender

CONCORD, NC (WBTV)- James Brian Webb, 43, of Concord, is wanted by the Cabarrus County Sheriff's Office as well as the NC Dept of Public Safety, Office of Adult Corrections for felony sex offenses and violations of probation.

Webb was last seen at his residence in Concord on Monday during a search of his residence by officers who later located images of child pornography in his possession, according to a news release from the Cabarrus County Sheriff's Office.

Webb was under GPS tracking as a result of his latest conviction.

Webb is operating a gray 2006 Toyota Scion, with NC license plate BJT-9681.

Webb was convicted in 2003 of sex offenses in Ashe and Johnston Counties of North Carolina and as a result was a registered sex offender. In January, 2013, he was convicted of being a sex offender on school grounds and was placed on supervised probation.

The Highway Patrol completed its Operation "Road Watch" campaign after a two-day intensive enforcement effort on I-85 in Cleveland and surrounding counties. 

During the two-day event, which began on Tuesday, May 14, and ended on Wednesday, May 15, Troopers concentrated on commercial motor vehicle violations as well as focused their attention on motorists who were driving aggressively around big trucks, speeding, tailgating, and driving aggressively.

Established in 2007, Operation "Road Watch" was designed to improve commercial motor vehicle safety as well as the efficiency of commercial vehicle operations.

Third person arrested in multi-county chase, crime spree

ALBEMARLE, NC (WBTV)- The Anson County Sheriff says a third man has been arrested after a home invasion in Charlotte turned into a carjacking and ended in a police chase through Stanly and Anson counties last week.

Deputies, along with officers with Charlotte-Mecklenburg Police Department's Violent Crimes Taskforce, arrested Edward Hudson from Morven around 8:00 Tuesday morning without incident, according to Sheriff Tommy Allen.

Hudson is the third man arrested in the past week following the crime spree. Robert Lamarr Smith was arrested on Monday, according to the Cabarrus County Sheriff's Office.

A third man, 30-year-old Jarvis Terez Marsh, was arrested last week after he crashed a vehicle outside the town of Norwood.

Investigators say two men broke into a home in Charlotte and then took off to Midland, in Cabarrus County, where they reportedly were involved in a home invasion and assault.

Deputy, suspect shot during standoff overnight

CONCORD, N.C. (WBTV)- A suspect shot at Cabarrus County Deputies overnight forcing officials to return fire, hitting the man.

It was a standoff that lasted over eight hours.

Deputies in Cabarrus County said they responded to reports of gunfire coming from a home along Sleepy Hollow Road around 10 p.m. Tuesday.

The Sheriff's Office said there were a total of three people inside of the home at the time, including a man with a gun.

When they arrived on scene, they say they started taking fire.

"There was a discharge of firearms from the residence towards our individual officers." said Cabarrus County Sheriff Brad Riley.

One of the Deputies was struck, however the bullet simply grazed a piece of the officer's equipment.  The Deputy was not injured.

"Of course there was some return fire."

KANNAPOLIS - A private graveside service has been planned for a ten year old Kannapolis boy who police say was murdered by his mother's boyfriend.

Mark Ethan Alexander Stewart, 10, of Kannapolis, died Sunday, Apr. 7, 2013. 

According to his obituary, Stewart was born in Lexington on July 15, 2002, and was the Mark the son of Christi Reist Stewart. He attended the 5th grade at Royal Oaks Elementary School in Kannapolis and was a member of a hunting club. Mark was looking forward to playing football this fall with the Carolina Bears.

“No Need 2 Speed” Campaign cites 14,542 motorists in NC

A total of 42,290 traffic and criminal citations were issued statewide during this year’s “No Need 2 Speed” campaign, which ran March 25 through 31. 

Law enforcement officers from across the state partnered with the Governor’s Highway Safety Program to increase enforcement in an effort to put a stop to one of the main causes of crashes and fatalities on North Carolina’s roads – speeding.

“Law enforcement’s presence on our roads is imperative to reminding motorists to obey speed limits, and we greatly appreciate their dedication to keeping our roads safe,” said Becky Wallace, director of GHSP.

Officers also issued 3,157 safety belt and 587 child passenger safety violations and 1,111 drug charges.
